Member countries released a joint manifesto of 31 pages and 126 points at the 17th BRICS conference held on Sunday at Rio de Janeiro, Brazil. It condemned the Pahalgam terrorist attack and the Israeli attack on Iran.
Earlier on July 1, the Pahalgam attack was also condemned in a meeting of the Foreign Ministers of the UBAD (Quad) group of India, America, Japan and Australia.
Prime Minister Narendra Modi said in this summit that the Pahalgam terrorist attack is not only India but the whole humanity. Condemnation of terrorism should be our principle, not convenience. Along with this, he raised the demand for a new world system.
The PM said, ‘Global institutions created in the 20th century have failed to deal with the 21st century challenges. Technology is updated every week during the AI era, but a global institute is not updated even once in 80 years. The 20th century typewriter cannot run the 21st century software.

1. Its diversity is the real strength of BRICS
PM Modi said that different thinking of BRICS countries and trust in the multi-polar world is its biggest strength.
2. New Development Bank (NDB) should invest thoughtfully
He said that the bank should invest only money in those projects which are necessary, they are of a long time and so that the credibility of the bank will remain.
3. Suggestion to create a common platform for science and research
PM Modi proposed to set up a BRICS Research Center, where all the countries together can work on science and technology.
4. Resources are not misused
Modi said that no country has the right to use any resource only for its own benefit or as a weapon.
5. Control on digital content is necessary
He said that we should create a system that will know whether a digital information is real or not, where it came from, and it should not be misused.
6. AI Impact Summit will be held in India
PM Modi said that India will soon hold a big conference on Artificial Intelligence (AI), which will discuss its challenges and good use.

Major things of joint manifesto of BRICS countries …
- New members and partners countries: Indonesia was made a full member of the BRICS. Bellars, Bolivia, Kazakhstan, Cuba, Nigeria, Malaysia, Thailand, Vietnam, Uganda, and Uzbekistan were included as the BRICS partner country.
- The role of India and Brazil in the United Nations: China and Russia supported the major role of India and Brazil in the United Nations, especially the Security Council (UNSC).
- Climate Change and COP30: BRICS countries committed to the success of COP30, which would help implement the UNFCCCC and Paris Agreement. India’s candidature for hosting COP33 in 2028 was welcomed.
- BRICS chairmanship: Brazil’s 2025 chairmanship was appreciated. India was supported in 2026 for the BRICS chairmanship and hosting the 18th BRICS Summit.
- Condemnation of illegal sanctions: BRICS countries condemned unilateral sanctions that are against international law and United Nations Charter
- Global Trade: Concerns were expressed over the decisions of unilateral tariffs, which are against the World Trade Organization (WTO) rules. Parashadars, and inclusive trade systems were supported, including uninteresting discrimination behavior from developing countries.
- Solidarity against terrorism: Terrorism was denied linking to any religion, country, civilization or ethnic group. On April 22, the terrorist attack in Pahalgam in Jammu and Kashmir and the Israeli attack on Iran was strongly condemned. There was a demand for concrete action against terrorists and terrorist organizations declared by the United Nations. Emphasis was laid against the unanimous terrorists and terrorist organizations.
- Big Cats Alliance: India’s ‘International Big Cats Alliance’ initiative was welcomed, which aim to cooperate for the conservation of rare species, especially big cats (such as lions, tigers).
- New Development Bank (NDB): The growing role for development and modernization of NDB’s global South was appreciated. Bank’s local currency finance, innovation and sustainable development projects were reported to increase the support.

- PM Modi said that Global has been a victim of double standards in issues like South Development, Resource distribution and security.
- The interests of global South were not given priority, but India always works above its selfishness in the interest of humanity.
Extension and improvement of BRICS:
- The expansion of the BRICS and the involvement of new countries reflects its ability to change over time.
- PM Modi stressed the need to improve the United Nations Security Council (UNSC), World Trade Organization (WTO) and New Development Bank.
Tough stance on terrorism:
- PM Modi described terrorism as the biggest challenge for humanity.
- The terrorist attack on 22 April 2025 in Pahalgam, Jammu and Kashmir is an attack on the soul, identity, and dignity of India, which is against the whole of humanity.
Demand for strictness on terrorism:
- The condemnation of terrorism should be made theory, not on the basis of convenience.
- There should be no hesitation in banning terrorists. Terrorism victims and supporters cannot be weighed on the same scales.
- Terrorism cannot be accepted to give silent support to terrorism for personal or political gains.
Emphasis on peace and cooperation:
- Explained the controversy and tension spread from West Asia to Europe, especially on the situation of Gaza.
- India is the land of Buddha and Gandhi, it rejects war and violence. Peace is the only way for the welfare of humanity.
- India supports every effort to take the world away from partition and struggle and to take dialogue, cooperation, and unity.
- India is committed to cooperation and partnership with all friendly countries.

PM Modi will go to Brasilia after Rio
The 17th BRICS Summit is being held in the city of Rio de Janeiro, Brazil. PM Modi has joined it on Sunday. He is on a 3 -day tour of Brazil.
On Monday i.e. this evening, he will take part in the forum related to the environment of BRICS. After this, he will also visit the capital Brasilia on a state tour. In Brasilia, PM Modi will have a bilateral meeting with President Lula de Silva.
What is BRICS? BRICS is a group of countries with 11 major emerging economies. These include Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, United Arab Emirates (UAE), Saudi Arabia and Indonesia.
Its purpose is to promote economic, political and social cooperation among these countries. It initially had 4 countries, called BRIC. The name was given in 2001 by Jim O’Neel, an economist of Goldman Sachs.
He then said that Brazil, Russia, India and China will carry forward the global economy in the coming decades. Later these countries came together and adopted this name.
In 2024, Belarus, Bolivia, Kazakhstan, Cuba, Malaysia, Nigeria, Thailand, Uganda and Uzbekistan are included in BRICS as partner countries.
Need to make BRICS and travel ahead
Western countries dominated the world’s economy after the fall of the Soviet Union and in the early 2000s. America’s dollars and international institutions such as International Monetary Fund (IMF) made decisions.
Russia, India, China and Brazil came together to reduce this American dominance, which later became BRICS. The purpose of these countries was to strengthen the voice of global South i.e. developing and poor countries.
In 2008-2009 when the western countries were going through an economic crisis. Then the economy of BRICS countries was moving rapidly.
Prior to the economic crisis, western countries were controlling 60% to 80% of the world’s economy, but the economic growth of BRICS countries in the recession showed that they had the ability to grow rapidly and compete with Western countries.
In a meeting held in Yakaterinburgh, Russia in 2009, BRICS countries conceived the multipler world, a multi -polar world, where the economic hold of western countries is weak and all countries get equal rights.
In 2014, BRICs took a big step and created a New Development Bank, which funds for infrastructure. Along with this, a reserve fund was also created so that these countries do not have to depend on the US dollars during the economic crisis.
Why BRICS Summit is being done in Brazil
The BRICS Summit 2025 was held on the theme of ‘Global South Cooperation for Global Order’ at Rio de Janeiro, Brazil.
This time, 10 member countries are attending the meeting to be held for the first time. Apart from this, 13 partners are also participating.
Brazilian President Lula de Silva is trying to present BRICS as an inclusive organization rather than opponents of Western countries. The purpose of which is to talk on issues like inclusive development, food security and climate Justice.
BRICS Summit is going to focus on 3 issues in 2025-
- First- Digital Infrastructure and Payment System
- Second- Rules for Artificial Intelligence (AI)
- Third- Trade in local currency in member countries
BRICS is a challenge for western countries
There has been talk of creating its payment system on the lines of Swift payment system in BRICS countries for the last several years. However, no consensus has yet been reached and no concrete steps have been taken.
In 2023, Brazilian President Lula Dr. Silva said during a summit that BRICS organization countries need to create a new currency for trade. He had raised the question why we are trading in dollars.
BRICS countries’ payment systems and the idea of making their currency have always been a matter of concern for western countries, especially America.
US President Donald warned in December last year before the swearing -in that if BRICS do this, he would be charged 100%. Trump described it as a conspiracy to weaken the US dollar.
However, in the midst of all this, India has made its stand clear. Speaking in a forum in Doha, the capital of Qatar in December 2024, Jaishankar said that India has no interest in weakening the US dollar.
